Aratta is the rival city of Uruk in the Mesopotamian mythology. It was during the time of Enmerkar that the two cities would wage war on one another. They would first fight for the allegiance of Inanna, a battle which is won by King Enmerkar. In the end, Aratta is forced to pay tribute to Uruk.
There is no archeological evidence for a specific location of Aratta.
